USSD problems with E156B #130

What steps will reproduce the problem?
1. On CLI, run `dongle ussd dongle0 *544#´
2. Where the USSD code *544# returns my balance.

What is the expected output? What do you see instead?
I expected ok when sent the ussd code and get a message with my balance.

What version of the product are you using? On what operating system?
I am using E156B 11.609.10.00.264 unlocked, voice enabled, chan_dongle-1.1.r14, 
Asterisk 1.8.13.1~dfsg-3 and Debian Whezzy 7.0.

Please provide any additional information below.

E156B not in 7-bits modems list and GSM characters encode/decode not 
implemented.

I do a patch to this.
