Add "Minimum HLT Volume" for HERMS users #38

During certain recipes with small grainbills and step mashes, it's possible for 
there to be a smaller than optimum amount of sparge water left in the HLT 
during the mashing steps. This means that a large portion of the HERMS coil 
would be out of the water, and it would negatively effect the ramping time.

It would be a nice enhancement for HERMS users to define a "minimum HLT volume" 
that would override the HLT volume target with this user-definable value, in 
such cases.

This should probably be a system level setting, as it would be system dependent 
and not recipe dependent.
