chore(tooling): update development tooling and config #16

This brings in the latest conventions and common tasks from a number of different Go-based projects.

There's been a number of minor tweaks and improvements to various make targets, linting config, and more across our Go-based projects since I first created this project about 7-8 months ago as a proof of concept.

I think it's time to bring the tooling here up to date with what we have elsewhere as we're now focusing effort to the CLI tool :)
