Introduce Wercker for testing #1

Introduce LambCI, the nice alternative to SaaS CI.

Also, it may reveal some advantages (and disadvantages) of this kind of tools.

I worked on this issue on the branch lambci, but decided to use Wercker instead. It was difficult to complete builds without ECS support, and I don't want to maintain ECS clusters.

I will try to introduce LambCI again when it becomes possible to run builds without ECS.
