Publish rss feeds to tell the incidents #22

It is important to send incident notifications, and we already have some issues to handle this (https://github.com/ks888/LambStatus/issues/17, https://github.com/ks888/LambStatus/issues/18). As the 1st step, I'm going to support rss feeds to tell the incidents.
