Can't add widget to lock screen #819

What steps will reproduce the problem?
1. Cannot add widget on lock screen at all
2. Swiping left and right only unlocks phone (swipe to unlock)

What is the expected output? What do you see instead?
I want to be able to access the screen where you can add lock screens and 
widgets

What version of the product are you using?
1.6

Which device and Android version are you experiencing this issue on?
Galaxy S4, 4.4.2

Are you using a custom launcher or ROM? If so, which one? Note that custom
launchers and ROMs are not supported.
