The version number should just be in one place #4

Right now, the version number is in both setup.py and in mrs/version.py. The 
setup.py script should extract this from mrs/version.py so that the version 
number is one official place. We'll need to look around and/or ask on the 
packaging mailing list to make sure we're following best practices 
(particularly as we look forward to distutils2/packaging).
