I've adapted backends from the KTHse/django-cas2 fork for proxy ticketing.

@bryankaplan Merging this. Sorry, it took so long. Fell under the rug and its kind of a chore to test CAS proxy tickets locally. Needed to stick this on a quiet host with a valid SSL.
