Improve handling of SIB destinations with forward routing path #1

SIB destinations that have a forward routing path configured never store 
messages and there are no meaningful statistics to be collected. They should 
probably not even be included in the inventory.

SIB destinations with forward routing path are used a lot by WPS internally.
