Deprecate unsupported use_quay_for_containers attribute #291

The support has been removed in ET 4.31 (CWFCONF-4964).

Thank you for the PR.

I'm going to merge this now so that we fix #289 . I'll create a separate PR (https://github.com/ktdreyer/errata-tool-ansible/pull/292) to re-introduce those two settings to the integration tests to make sure we preserve backwards-compatibility for existing playbooks.
