GPU manager #225

Update the GPU manager for VM v2 and its new GPU lease system.

Design thoughts: It might be a good idea to split this off into a new page since one could be looking at GPU leases without directly wanting to attach it to a VM.

Created a base GPU manager, but it can't be completed until the following issues are fixed and merged.
