Create mock/simulator API #460

If we want students to contribute, it seems unfeasible to give admin access to everyone. However, many internal services are needed for development.

Might be worth creating a simple simulator API, like with Flask or something. Creating it could be a student project/summer internship

@harsha5500 Have you looked into getting some bachelor's students to do this?
