Convert WA excel sheets into .csv and add to README.md file #24

The Oregon and Idaho datasets are done and I created a README.md file with information about each file. The WA data needs to be broken up into individual .csv files and information needs to be added to the README.md file. @kthrog if you decide to help with this, let me know which ones you do, I will probably work on them thursday or friday night. Once those are done, I think everything will be ready to upload to github, besides a combined dataset which I haven't looked at yet.

I have started converting the WA excel sheets. 2013-2014 done. Will probably do all of them and add them to the README.

@kostler I was planning to work on some tonight, but feel free to go ahead if you want. :) Sorry, it's been a wild week, but I will get to a bunch of protocol stuff over this weekend.

That's okay! I am on a roll (I think excel is mad at me, it keeps crashing lol). I am almost done so I'll just finish up!

Sweet! Let me know if you want me to help with any documentation then of what we've done so far with the data. :) And lol, Excel is mad because how DARE you separate beautiful tabbed xls files into CSVs.
