Create one big dataset #25

Need to look at all the data and see if we can combine a few into a comprehensive dataset. Idaho may be the most difficult since there is so little data.

Awesome, I'll take a look again at the Idaho data and see if I can offer any thoughts on what we could actually come up with that cuts across all states.

I think that a big dataset with each state vaccination rate for every year and maybe exemptions would be possible. I will start piecing stuff together over the next few days.
