Make this repo the official source of releases #12

The initial releases were done from my fork. Need to begin issuing releases from this repository instead.

One complication is that tags cannot be transferred across repositories. Will have to create new tags attached to the appropriate commits to preserve the release history.

Commit eab6f03 addressed this and v0.3.1 was cut from this repository. Tags were transferred.
