Fix PyPI deployment #2

Fix for python >= 3.8. Passes on Travis and readthedocs.

The latest work is now incorporated into the public-facing 0.2.2 release. I have done end-to-end testing with a clean environment of the command line provided in the documentation. The new config file change is the biggest change; it gives the user the ability to create and present a fine-grained config file to override the defaults for the package.

Please incorporate ASAP to keep our work synchronized.
