Feature request: SEP Scoreboard URL #47

For Scoreboard validation, it would be nice if SPHINX could generate a Scoreboard URL to take the validation evaluator directly to the event period to inspect what happens.

I found a way to be able to do this, will code up an example and show at next SPHINX meeting

This capability would also go into the proposed mailsphinx tool.
