expands the transform editor locale dict for new 0.3 functionality
adds tooltips and locale strings for camera editor icons (restored functionality from main branch)
adds locale dict for config/settings menus

left the environment editor strings as is til testing phase/0.3 release per https://github.com/ktisis-tools/Ktisis/pull/113#issuecomment-1883976124
