Letters with diacritics disappear, if they are the first letters in a cell

What steps will reproduce the problem?
1. Try to load the attached CSV file using getwarArray()

What is the expected output? What do you see instead?
On 2nd line, the one-letter-cells should be: M P Z Č N O
Instead, the Č is missing.

On 4th line, the 6th cell should start with úterý, instead, it starts with 
terý (it ignores the ú letter).

What version of the product are you using? On what operating system?
The latest stable version.
