Check annotations

Create an annotations check that ensures:

• [x] is_type is an approved control vocabulary
• [x] id's match given tables
• [x] 'empty' entries are only associated with column-level id

• [ ] add in possible min/max from an annotations table into both checkAnnotations and the unit test
