Or it only works with the English locale.

Hi @lilydjwg thanks for the PR. Is this change compatible with all platforms? I've tried it in Linux but I'm not sure if it will work in Windows. Can you confirm that? if it is, I'd be more than happy to merge it.

Yes, it works on my Windows XP with gvim 7.4.402.
