This PR includes enhancements to the API for syncing model catalog data and updates to the ModelCatalogResponse structure.

🔄 Changes

API::ModelCatalog: Add ForceRefresh option to refresh model catalog data.
Chore(WEB::ModelCatalog): Adjust code to accommodate API changes in ModelCatalogResponse.
Refactor(API::ModelCatalog): Update ModelCatalogResponse structure to include LastFetched timestamp.
