Sentry Integration #45

Self-explanitory title. Implement Sentry integration for frontend and backend.

DSN will be configured via environemnt variable (so it is not fixed to the config file)

Discord notifications will be done via notifications in Glitchtip (what is currently deployed to sentry.kate.pet)

Implemented w/ the Web Panel and the actual bot. Servers haven't been configured with DSNs yet. That will be done when I get home.

Configured servers with correct DSN, deployed new update, and I've confirmed that it's working as intended.

Will update the code w/ a PR when I get back home to exclusively use Sentry instead of ErrorReportingService.
