Update BERT TAP0 scans for TPFX e-links

We need to update the port card BERT TAP0 scans for TFPX e-links. The framework should use the correct xml config file based on the e-link type, branch, and channel.

Add new user input for e-link branch [A, B, C].
Add support for TFPX e-link types [3.2, 2.2, 2.3, 1.3].
Upload working xml config files for all TFPX e-link types, branches, and channels! [1]
Test TrackerDAQ setup script for new xml config files. [2]

Note: We need to support e-links without multiple branches where branch="" (Type 5K, 5K2) and e-links with multiple branches (TFPX e-links, branches A, B, C).
