Create an ASP and surrounding make tools to be added to the ASP-Libs repo for collecting the measurements done by invary and returning that information back to the AM

@palexand Can I get more guidance on what this should actually do. Are we trying to intercept information collecting by Invary about kernel structures and package that into Copland? or are we trying to manually run Invary and then interact with their API to collect an appraisal result?

@palexand Just wanted to make sure you know this is still blocked as I am waiting on you to figure out what we are wanting the measurer to look like and how we would make it work with the current invary executables we have
