Make memory reserved by hkube on workers configurable #1191

Make memory reserved by hkube on workers configurable

The memory reserved is hardcoded to 20 percent. On our 55gig machine this translates to 11gig (which sounds like a lot). Make this value configurable so we can reduce it.
