dock "test editor" and various elements in pipeline wizard

When editing an existing pipeline, or creating a new one, if you scroll down in the wizard, the "Text editor" and the pane on the left side ( initial / options / nodes info ) scrolls up with it. The intended bevahiour is for those to be docked in place.
