Java algorithm builder #789

Allow automatic build of an algorithm written in java. Same way we have for python and nodejs

[x] implement java wrapper
[x] expose java hkube code API from with in the wrapper.
[x] pack java wrapper and algorithm.
[x] add to build docker.
[x] Allow build docker to work without hkube deployed on an accessible maven repository.
[x] Support maven repository with token
