Upgrade-system job gets stuck

Description

In my cluster the system-upgrade job gets stuck on nodes. Probably during node drain. I have to use --force and delete a longhorn instance-manager pod manually. Then I have to delete the system-upgrade job and the jobs pod. Only then the job restarts and finishes successfully. This happens for nodes which have strict node local volumes attached.
