Support multi-aggregation on Alerts page #78

What problem are you trying to solve? The Alerts page only lets you create an Alert over a single aggregation (screenshot below). This issue is the more concise version of https://github.com/kubecost/cost-analyzer-helm-chart/issues/2002 which is closed out.

Describe the solution you'd like Two dropdowns to select aggregations.

Describe alternatives you've considered None exists to my understanding.

Thanks @thomasvn We will look into this. In 104 users will have the ability to have send out recurring reports (formally recurring alerts) on the reports page
