It is possible to add mappers to Smart meter protocols DL/T 645-1997 & DL/T 645-2007?

We are working on the mapper template. https://github.com/kubeedge/mappers-go/pull/41 After that, you could easily develop a new mapper. For there're so many protocols, it's not possible to implement all.
