Delete github-api-cluster cluster in issue-label-bot-dev #86

We should delete the github-api-cluster in project: issue-label-bot-dev.

This cluster was originally created to run the issue embedding microservice.

However, after #80 the issue embedding service should be a microservice in the same namespace as the label microservice and not exposed via ingress.

Once we create updated deployments of the label microservice and the issue embedding service we should delete this cluster.
