Distributions: Readiness for 1.3.1 Kubeflow Patch Release #1949

This is the tracking issue for the distribution testing phase of the patch release. Let's use this issue to coordinate the feedback and issues that distributions might bump into when testing the latest 1.3.1-rc.1 tag of the manifests.

Google Cloud is testing against RC for https://github.com/kubeflow/gcp-blueprints/releases/tag/v1.3.1-rc.0, this is working as expected so far with one ongoing investigation for https://github.com/kubeflow/kfserving/issues/1660#issue-918234503.

We (Arrikto) have successfully finished testing the manifests for 1.3.1 with EKF.

To other distros, how is your experience so far? Today was the last day we had initially planned for the 1.3.1 release, so if no major bugs get reported I think we can move on and have the official 1.3.1 release.

Kubeflow 1.3.1 on Google Cloud is released https://github.com/kubeflow/gcp-blueprints/releases/tag/v1.3.1
