I created github action using stale github action to close inactive PRs and issues in manifest repo.

we can delete https://github.com/kubeflow/manifests/blob/master/.github/stale.yml. The right place is inside the https://github.com/kubeflow/manifests/tree/master/.github/workflows @juliusvonkohout
