It is not an issue but an enhancement. This issue is for de_duplicate multiple issues for the same request. For this we can use Repo Assistant App.

This GitHub App helps to identify and label duplicate issues automatically. It uses the power of OpenAI’s embeddings and Supabases’s database.
This GitHub app can be integrated with the Kubeflow/manifest repo to detect duplicates.
Using AI, the Repo Assistant AI bot adds a comment on the issue indicating the already existing issue. After that, the owner of the issue can close it. If it does not close, Using a stale GitHub action we can close it automatically after specified days._

I think even more important than deduplicating is redirecting to the right repository. See for example https://github.com/kubeflow/manifests/issues/2790
