Rename SDK to kubeflow-metadata #131

What this PR does / why we need it:

Rename SDK to kubeflow-metadata, see more in #106

Release note:

The python SDK pacakge is renamed to " kubeflow-metadata"

@zhenghuiwang I just created two tickets to ensure/trace the update examples (https://github.com/kubeflow/examples/issues/645) and website (https://github.com/kubeflow/website/issues/1171) once the PR merged, if let me know if any others need to be updated accordingly, thanks a lot!
