Use python3 test worker image for integration tests #223

Use the new kubeflow/testing test-work-py3 image so that there is no need to install python with version >=3.6 separately.
Remove the build-image step (~30 mins to run), because we rarely update the GO HTTP source code i.e. the image rarely changes.
