Convert unittests to Tekton #247

We need to convert the unittests to Tekton workflows per: kubeflow/testing#769

We should be able to reuse the existing go unittest Tekton workflow. We can just copy what gcs-blueprints is doing. https://github.com/kubeflow/gcp-blueprints/blob/c56166658410a388235933bb99a9c032bec47b82/prow_config.yaml#L4
