Implement and Setup deploy action on Makefile.

Hey @KapilSareen not yet.

What we need here is a way to deploy the backend in a cluster, similar to what we have here for the controller: https://github.com/kubeflow/notebooks/blob/notebooks-v2/workspaces/controller/Makefile#L137-L144
