[feature] Update pytorch launcher component #10714

What feature would you like to see?

The pytorch launcher component hasn't been updated in a while. We should update the component to work with Pipelines v2 concepts and be better aligned with the latest version of the Kubeflow Training operator.

What is the use case or pain point?

It will make it easier for new community members to use the Training Operator with Pipelines

Is there a workaround currently?

Manually written custom code.
