Update third party worflows in the gh actions

Currently, we use the outdated version of workflows. So we need to upgrade the following workflows in the gh actions:

• [x] docker/build-push-action
• [x] docker/login-action
• [x] actions/checkout
• [x] actions/setup-python
• [x] actions/setup-go
