Updated link to Kubeflow 1.8 Release Overview video #3642

This just updates the release page to the video,

I would like to ask if they can rebase the tag v1.8-release branch to this commit, and recreate the tag release, so we can have a new page.

@zijianjoy there is one issue we should resolve ASAP after making that CNAME record for v1.8, which is that Google is currently indexing our old versions, and sometimes showing them above the main URL (so is showing users out-of-date info).

I am talking to @chalin about it in https://github.com/kubeflow/website/pull/3628#issuecomment-1841612784.
