Change content and motivation

There exists a rather serious flaw in the version of kubernetes currently shipped with KubeNow. (kubernetes/kubernetes#71411)

Take this opportunity to upgrade kubernetes to 1.13 since 1.10 soon will be EOL.

Update the bootstrap script to use v1.13 of kubernetes
Update the URL to flannels deployment yml.
