I would like to add pgAdmin service for developers to be able to explore the database inside the cluster.

Acceptance Criteria:

[x] I can enable pgAdmin installation in values yaml file.
[x] I can open and login to pgAdmin
[x] I can connect to postgresql database from pgAdmin and explore the cluster
