[KKP] add notes about usercluster MLA cortex being slow #1672

On dev, we had 114 tenants. Each one took 6min to compact/cleanup, leading to a startup time of over an hour for the compactor. That was not compatible with the default startupProbe and so our compactor never got ready and we were never able to successfully install the chart.

This PR leaves some notes for the next person who wonders why Cortex times out.
