Layer 7 Load Balancing #10

User Story As a KubeLB user/admin, I need Layer 7 load balancing support through the centralized KubeLB management cluster for all the consumer clusters. This will help enhance the traffic management capabilities of our applications and manage those configurations in a centralized control plane.
