Cilium 1.15 upgrade: Include NetworkPolicy CIDR fix setting #2977

This is a placeholder / reminder that when Cilium 1.15 is released and is going into KubeOne (1.8? 1.9?), please make sure to include the fix for https://github.com/cilium/cilium/issues/20550 - i.e. make sure (and validate!) that the setting to enable the fix is turned on.
