upgrade grafana to version 9.1.5 #141

What this PR does / why we need it:

It upgrades Grafana to version 9.1.5 (currently the newest version available)

Special notes for your reviewer:

Grafana has added a lot of functionality in monitoring / alerting (https://grafana.com/docs/grafana/latest/alerting/fundamentals/). This PR does not yet allow for users to use that new functionality. However, the Grafana upgrade is a prerequisite for a second PR in the kubermatic repo (seed-controller-manger) that will configure the datasources and the mla-gateway such that the new functionality in Grafana can actually be used.

I'm waiting for a kubermatic member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
