the memory issue may exist here, following call would list all PVCs in one call without paging, when there are thousands of PVCs, there is memory issue: https://github.com/kubernetes-csi/external-provisioner/blob/94ee0be6ff11c966e3c4310932219796fd3d5b8c/pkg/controller/clone_controller.go#L175-L179
there is ListOptions.Limit
property, we could leverage this to do paging list to save memory:

I did large scale test in a k8s cluster with 5K, 10K, 20K CSI volumes created using following component versions:
csi-provisioner:v2.1.0
csi-attacher:v2.2.0
csi-resizer:v1.1.0
cpu limit is set as
100m
for every sidecar containers which is enough, while memory limit should be adjusted according to volume num, if memory limit is small, driver would be OOMKilled, here are my suggested memory limit per volume num which survived(no crash) in the large scale test(actually I increase the memory 100Mi each time in load test which could get an relatively accurate memory limit)The above test result shows if there are

volumes, memory limit should set as200Mi * n
