Bump to Kubernetes 1.30 #1088

What type of PR is this? /kind feature

What this PR does / why we need it: Update to go 1.22.3, Kubernetes 1.30 and the latest release-tools.

I saw ctx has been used wrong in cmd/csi-snapshotter/main.go - each CSI call should start its own timeout and not reuse timeout of the previous call, so I fixed that when updating to new csi-lib-utils.

Fixes CVE-2024-24788.

Updated Kubernetes deps to v1.30
